题目:  Impacts of High-speed Rail on Airlines, Airports and Regional Economies: A Survey of Recent Research

This paper first reviews studies on the impacts of air-HSR competition on airlines, focusing on the overall effects of parallel HSR services on passengers’ mode choice as well as on airlines’ flight frequency, traffic volume, fares, service quality and market power. The modal complementarity and air-HSR intermodal services, together with the network feature of airline business, are also examined. The paper then reviews theoretical and empirical findings on the impacts of HSR on airports and regional economies. Here, the main insights include: First, HSR can have a traffic redistribution effect on airport traffic; in particular, some primary hub airports with good air connectivity may gain traffic while others may lose traffic. Second, to mitigate congestion at hub airports, policy makers may consider diverting some traffic to regional airports by promoting air-HSR intermodal services. Third, as HSR may stimulate long-haul / international air traffic, its overall impact on emission reduction remains unclear. Finally, similar to the impacts on airport traffic, spatial disparity of economic activities may also rise after the introduction of HSR. In general, the disparity tends to rise between the cities with HSR and those without HSR, as the former gets better accessibility. However, among the cities with HSR services, the disparity between the large and small cities could increase or decrease depending on several factors.

 

本文首先回顾了空铁竞争对航空公司的影响,聚焦于平行高铁服务队乘客模式选择和航空公司航班频率、交通流量、票价、服务质量以及市场力量的综合影响。同时也审视了模式互补性、空铁跨模式服务以及航空公司商业的网络特性。本文进而回顾了高铁对机场和区域经济影响的理论和实证发现。主要的观点包括:第一,高铁对机场流量具有流量在分配的影响;特别的,一些主要的、具有良好的航空接驳的枢纽机场可能会增加流量,而其他机场可能会损失流量。第二,为了缓解枢纽机场拥堵的状况,政策制定者可以考虑通过促进空铁跨模式服务来疏解一些流量到区域型机场。第三,由于高铁能够刺激长途/国际航空流量,其对减排的综合影响是不确定的。最后,与对机场流量的影响相似,随着高铁的引入,经济活动的空间不平衡也可能会出现。总体来说,这样的不平衡趋向于出现在连通高铁和不连通高铁的城市之间,其中前者拥有更优的交通通达性。然而,在连通高铁的城市中,大小城市不平衡的增加或降低取决于多种因素。

主讲人简介:  

 

Anming Zhang is a Full Professor in Operations and Logistics and holds Vancouver International Airport Authority Chair Professor in Air Transportation at Sauder School of Business, University of British Columbia (UBC). He served as the Head of the Operations and Logistics Division, Sauder School of Business (2003-2005), and as the Director of UBC’s Centre for Transport Studies (2003-2004). He is President-elect of the World Air Transport Research Society (ATRS) and the President-elect of Transportation and Public Utilities Group (TPUG) of American Economic Association. Dr. Zhang is the recipient of the “Yokohama Special Prize for Outstanding Young Researcher” awarded at the 7th World Conference on Transportation Research (WCTR) in Sydney, Australia in 1995, and of the “WCTR-Society Prize”, awarded to the overall best paper of the 8th WCTR in Antwerp, Belgium, in 1998. In June 2014, he won the “Best Overall Paper Prize” at the annual ITEA (International Transport Economics Association) Conference on Transportation Economics, Toulouse School of Economics, France. Currently, he is also the Vice Present (Publications) of WCTR. Dr. Zhang has published about 180 refereed journal papers and 30 book chapters in the areas of transportation, logistics, industrial organization, and Chinese economy. He has co-authored two books: Globalization and Strategic Alliances: The Case of the Airline Industry, 2000, Pergamon Press, Oxford; and Air Cargo in Mainland China and Hong Kong, 2004, Ashgate, London (Chinese editions published both in Hong Kong and Mainland China).  

 

张安民,加拿大英属哥伦比亚大学Sauder商学院运筹与物流系教授、温哥华国际机场委员会讲席教授,曾任运筹与物流系系主任(2003-2005)、英属哥伦比亚大学交通研究中心主任(2003-2004),目前任职世界交通大会(WCTR)副主席,即将上任世界航空交通研究学会(ATRS)主席、美国经济学会(AEA)交通与公共事业组主席。张安民教授曾获第七届世界交通大会 “杰出青年学者Yokohama特别奖”(悉尼,澳大利亚,1995年)、第八届世界交通大学最佳论文“WCTR学会奖”(安特卫普,比利时,1998)以及2014国际交通经济学会(ITEA)最佳论文奖(图卢兹经济学院,法国,2014)。张安民教授在交通、物流、产业组织和中国经济领域已发表约180篇论文和30篇著作章节,合作完成两本著作:Globalization and Strategic Alliances: The Case of the Airline Industry (Pergamon Press, Oxford, 2000)以及Air Cargo in Mainland China and Hong Kong (Ashgate, London, 2004)
