1964年生于湖南长沙。1984年于南京航空航天大学航空系本科毕业,1986年于北航经济管理学院研究生毕业,1992年获北航工学博士学位。1986年在北航参加工作至今,分别于199219951997年开始任副教授、教授、博士生导师。曾经分别在香港理工大学、香港科技大学、英国Newcastle大学的土木工程系工作一至两年。

1998年获国家杰出青年科学研究基金,2004年入选新世纪百千万人才工程国家级人选,2005年带领团队获得国家创新群体科学基金、2008年获得第二期创新群体科学基金,2006年获得第六届中国青年科学家奖提名奖(管理科学),2008年被聘为教育部长江学者特聘教授。2012年担任国家重大基础科学研究973项目首席科学家(2012CB725400)。2012年获复旦管理学杰出贡献奖。2014年获中国系统工程学会系统科学与系统工程理论贡献奖。所指导博士生李志纯获得2008年度全国百篇优秀博士学位论文奖、刘天亮获2010年度提名奖、郭仁拥获2011年度提名奖。

担任任中国系统工程学会(201810到期卸任)、中国优选法统筹法与经济数学研究会、中国管理科学与工程学会副理事长(201710月到期卸任),国务院第七届学科评议组(管理科学与工程)成员,国家杰出青年科学基金评审委员会委员,国家自然科学基金委员管理科学部学科评议组专家、专家咨询委员会委员,国家社科基金学科规划评审组专家。《Transportation Research Part B(SCI)、《Transportation Research Part C(SCI)、《J Adv Transportation(SCI)、《Transportmetrica A(SCI)、《Transportation Letters(SCI)、《J Systems Science and Complexity(SCI)、《系统工程理论与实践》、《管理科学学报》、《交通运输系统工程与信息》、《系统科学与数学》等刊物编委。曾任国家自然科学基金委员会管理科学部副主任、北航经济管理学院院长、北航研究生院常务副院长。20117月在UC Berkeley会议上当选ISTTT国际顾问委员会委员。20171月开始担任Elsevier出版的刊物《Transport Policy(SSCI) Editor,(经济学Q1, IF=2.269),欢迎投稿。

主要研究领域:交通运输系统建模与分析、交通行为经济学、道路交通流模型、生产运作管理。迄今已在Transportation Research Part A4篇)、TR Part B26篇)、TR Part C9篇)、TR Part D1篇)、TR Part E5篇)、Transportation Science3篇)、Operations Research2篇)、EJOR6篇)、JORS2篇)、J. Transport Economics and Policy1篇)、Physical Review E2篇)、Networks and Spatial Economics5篇)、Physica A23篇)、JAT8篇)、TP2篇)、J Air Transport Management1篇)等国际学术刊物上发表论文200多篇。与Hai Yang合作完成的著作《Mathematical and Economic Theory of Road Pricing2005年由 Elsevier 出版。教学与科研成果曾获省部级奖励多项、国家自然科学二等奖一项。
