当前,以大语言模型、生成式人工智能为代表的新一代人工智能技术正以前所未有的速度渗透全球金融业,深刻改变着金融业务模式与风险形态,也为金融监管带来算法歧视、数据泄露、系统性风险等新型挑战。如何利用监管科技(RegTech)在科技赋能与风险防控之间实现动态平衡,已成为国内外学术界、业界和监管机构共同关注的前沿课题。
北京航空航天大学联合管理科学与工程学会人工智能技术与管理应用分会、中国系统工程学会金融系统工程专委会、中国优选法统筹法与经济数学研究会风险管理分会于2025年共同发起“金融监管与监管科技论坛”,旨在围绕金融监管、科技赋能监管等相关议题,搭建一个专业的学术交流平台,促进学界、监管机构与金融业界的深度对话与合作,推动我国金融监管能力提升,服务金融高质量发展与金融强国建设。首届论坛已于2025年5月在北京航空航天大学成功召开,由21世纪议程管理中心指导,北航经管学院与中国科学院大学经管学院联合承办,并得到了多个国家级科研平台与重点实验室的协办支持。首届论坛共邀请各类报告人40余位,录用论文72篇,注册参会代表235人,成功搭建了学界、监管机构与金融业界的高水平交流平台。
“2026年金融监管与监管科技论坛”(2026 International Forum on Financial Regulation and RegTech)诚邀国内外专家学者,围绕金融监管、监管科技、人工智能与金融安全等相关领域提交高质量论文,共同探讨在人工智能快速发展的时代背景下,金融监管的理论创新、实践路径,以及监管科技的方法与技术突破等前沿议题,助力科技赋能金融高质量发展。

Call for Papers
2026 International Forum on Financial Regulation and RegTech
Driven by the rapid evolution of AI, Generative AI and Large Language Models (LLMs), next-generation artificial intelligence is transforming the global financial landscape at an unprecedented pace. This technological revolution is not only driving remarkable innovation but also fundamentally reshaping traditional business models and risk paradigms. However, as these AI-driven technologies become deeply embedded in global finance, they introduce highly complex and borderless regulatory challenges. Critical issues such as algorithmic bias, data privacy breaches, and emerging systemic vulnerabilities now transcend national boundaries. Consequently, the need for robust, adaptive, and internationally coordinated regulatory frameworks has never been more urgent. The core question of how to harness Regulatory Technology (RegTech) to navigate these global challenges, striking a dynamic equilibrium between technological empowerment and effective risk control, has emerged as a critical frontier in academic research, industry practice, and global policy development.
Co-initiated in 2025 by Beihang University, in collaboration with leading academic societies in China, including the Artificial Intelligence Technology and Management Application Branch of the Management Science and Engineering Society, the Financial Systems Engineering Committee of the Systems Engineering Society of China, The Risk Management Branch of the China Society of Optimization, Overall Planning and Economic Mathematics, the International Forum on Financial Regulation and RegTech aims to establish a premier platform for academic exchange. Focusing on the intersections of financial regulation and technology-enabled compliance, the Forum seeks to foster in-depth dialogue and collaboration among academia, regulatory bodies, and the financial sector. The ultimate goal is to enhance global regulatory capabilities and foster the sustainable, high-quality development of the financial sector in an era driven by AI and technological innovation.
The inaugural forum was successfully held in May 2025 at Beihang University, bringing together over 235 registered participants, featuring more than 40 distinguished speakers, and accepting 72 papers. It served as a vital platform for exchange among academia, regulatory bodies, and the financial industry.
The 2026 International Forum on Financial Regulation and RegTech cordially invites scholars, researchers, and industry experts worldwide to submit high-quality original research papers. Against the backdrop of rapid AI advancement, the Forum focuses on critical areas including financial regulation, Regulatory Technology (RegTech), FinTech, and financial security. We aim to explore frontier topics, such as theoretical innovations, practical frameworks, and methodological and technological breakthroughs in RegTech, collaboratively harnessing technology to drive the sustainable and resilient development of the global financial sector.

Submission Guidelines
The Forum accepts two types of submissions. All submissions will be peer-reviewed by the Program Committee.
1.Full Papers: Submissions must be complete, unpublished original research that is not currently under review elsewhere (both English and Chinese manuscripts are welcome). Authors of full papers may choose to participate in the dual submission process and the high-quality paper selection.
2.Extended Abstracts: Submissions should not exceed 4 pages (including figures and tables). The suggested structure includes: Title Page, Introduction, Methodology/Principles, Case Studies/Examples, Acknowledgments, and References.

1.Dual Submission Track: The Forum has partnered with the Journal of Empirical Finance (JEF) to offer a dual submission option. Following the conference review process, authors of invited papers may submit their manuscripts through JEF’s official submission system within a specified timeframe.
·Eligibility: To participate in this dual submission track, the paper must not have been previously rejected by JEF and must not be currently under review at any other journal.
