中文摘要：载人航天是规模庞大、系统复杂、关键技术多、可靠性和安全性要求极高、极具风险性的国家重大工程。自1992年立项以来，中国凭借“神舟”系列载人飞船、天宫系列空间站等型号任务，取得了举世瞩目的辉煌成就。然而中国追逐“飞天梦”的历程远不如所看到得这般一帆风顺，围绕载人航天工程“干不干”和“如何干”的决策过程，出现多次决策伦理冲突。载人航天工程为什么历经七年研讨论证，却迟迟难以上马？“机派”与“船派”的总体方案之争，“二舱”与“三舱”的技术路线之争，隐含着重大工程决策的哪些伦理困境？最终载人航天工程的破局之道又体现了哪些中国特色的伦理思想？能为重大工程的伦理决策带来哪些启示？本案例旨在引导学生学习重大工程决策的伦理思想，提高学生对工程伦理问题的分析和决策能力。
英文摘要：Manned space flight is a major national project with a large scale, complex system, multiple key technologies, high reliability and safety requirements as well as significant risk. Since its inception in 1992, China has made remarkable achievements with the Shenzhou manned spacecraft and Tiangong space station. However, China's pursuit of the ‘flying dream’ is not as smooth as it seems. There have been many ethical conflicts around the decision-making process of ‘whether to do it’ and ‘how to do it’. Why has it been so difficult to implement the manned space program after seven years of research and argumentation? What are the ethical dilemmas of major project decisions behind the disputes over the overall scheme between ‘space shuttle’and ‘manned spacecraft’ as well as the technical route between ‘two modules’ and ‘three modules’? What are the unique ethical thoughts of China in the way of the manned space program? What enlightenment can it bring to the ethical decision-making of major project? This case is designed to guide students to master the ethical awareness, ethical issues and ethical thoughts of China's major project decision. It is also hoped to improve students' analysis of engineering ethics and decision-making ability.
